Interim Lead Commissioner
Location: East London
Rate: £42.47 per hour (umbrella)

An opportunity has arisen for an Interim Lead Commissioner to join an East London Local Authority. The successful candidate will play a pivotal role in overseeing all commissioning aspects related to Older People, driving the delivery of key elements within the Adults Improvement Programme.

Responsibilities:
  • Take full responsibility for all commissioning aspects of Older People and contribute to strategic and budgetary discussions.
  • Lead the delivery of the Adults Commissioning Mandate and Corporate Strategies, particularly focusing on the Prevention, Independence, and Resilience Strategy.
  • Shape commissioning plans across the portfolio, ensuring innovation in service delivery and maintaining an integrated view of service needs.
  • Manage the commissioning cycle effectively, driving savings amidst challenging resources and increasing integration demands.
  • Collaborate with Heads of Service to ensure alignment with organizational goals and priorities.
Requirements:
  • Proven experience in strategic commissioning of large-scale projects from inception to completion.
  • Demonstrable skills in building relationships with internal and external stakeholders, including Senior Management.
  • Extensive knowledge and experience in the commissioning remit for older people and frailty, including residential care, homecare, and older people's housing.
  • Experience in managing the Better Care Fund with health partners.
  • Familiarity with integrated working and the Better Care Fund.
  • Experience in managing older people's services and understanding the need for establishing a fair cost of care.
